Allow to turn off adding ITS comments based on the type of comment

Added the following configuration options:
* commentOnChangeAbandoned
* commentOnChangeMerged
* commentOnChangeRestored
* commentOnCommentAdded
* commentOnPatchSetCreated
* commentOnRefUpdatedGitWeb
