Harmonize external dependency names

In gerrit core change I1e75690fe the commons_codec and commons_io names
were changed to commons-codec and commons-io.

Update the names to match, and also rename the locally defined names at
the same time.

Also format the BUILD file with buildifier version 0.12.0.
