Merge branch 'stable-3.0' into stable-3.1

The resolution for a merge conflict in RenameCommand was to fix import
for Project and Change classes. In stable-3.1, they are under
`entities` instead of `reviewdb`.

The new testRenameReplicationViaSshAdminUser test is adapted to
stable-3.1.

Namekey is no longer instantiated with `new Project.Namekey()` but
with `Project.namekey()`.

Rename project plugin for Gerrit Code Review

This plugin currently supports Gerrit version 2.14.X and 2.15.X with changes in reviewDb. Also supported is the noteDb alternative for Gerrit versions 2.15.X and above.
