Adapt to new core BUILD files

The rules //gerrit-acceptance-framework:lib and //gerrit-plugin-api:lib
don't exist anymore and are replaced by
//java/com/google/gerrit/acceptance:lib and //plugins:plugin-lib.

The rest of the modifications are just formatting corrections caused
by an auto-formatter.
